This chapter is all about how to properly cite sources. Early in school we were not not to plagiarize and how to put things in our own words. The book does a great job of deeply explaining quoting, paraphrasing, and citing. To properly cite a work one should use the authors last time and page number in parentheses after the quote or paraphrase. Paraphrasing is putting what the author said, but using your own words to explain the same idea. Paraphrasing requires citation just as direct quotes do. Citing is important when writing a paper because the audience should know where you got your information from. Citing valid sources can make your research more reputable and thus more accurate.

Yes, I agree the book does a good job of explaining the differences in quoting, paraphrasing, and citing in depth. Citing correctly can definitely contribute to people seeing the paper as more accurate.
